It works on the Direct Sound primary sound driver, a completely different audio API. Spotify doesn't support WASAPI exclusive mode. Like on your screenshot you enabled it in foobar (by the way you have the output in foobar set to 16bit, don't do that, set it as high as you can). It's part of the Windows Core Audio API, but it's up to an application to implement it. WASAPI is not some magic thing used by the entire system.
